In New Zealand, to be in charge of the erection, alteration, or dismantling of a scaffold more than 5 metres high a person must hold a Certificate of Competence in that class of scaffolding.   Certificates of Competence are issued under the Health & Safety in Employment Act by OSH, which has currently delegated the authority to issue Certificates to Opportunity The Training Organisation.

Structured training using Unit Standards registered on the NZQA Framework lead to a National Certificate in Elementary Scaffolding which is the entry level for the Scaffolding Trade.   The National Certificate in Elementary Scaffolding must be held before entering into training for the National  Certificate in Intermediate Scaffolding.   Which will be registered in the next few months.
